Craig Swenson

Craig Swenson, Executive Director

Craig is a 46 year member of the Washtenaw County Public Safety Community. He began his career as a dispatcher at the Eastern Michigan University Police Department in 1971. In 1975 he joined the Washtenaw County Sheriff’s Department and served as a dispatcher, road patrol deputy, Sergeant, and First Lieutenant. He was a member of the Motorcycle Unit, the Accident Investigation Team, the SWAT team and the Dive Team, as well as serving as a Field Training Officer. As a First Lieutenant he had assignments to Western Operations, the Special Services Section, and the Detective Bureau. During this time he also implement the first generation 800 MHz radio system for WCSD, as well as being instrumental in the deployment of Enhanced 9-1-1 in Washtenaw County and the creation of a Central Dispatch servicing both the Sheriff’s Department and the Michigan State Police. He also deployed the first police CAD system in the County. He served as the Director of the Washtenaw Central Dispatch for five years.

After retiring from the Sheriff’s Office, Craig worked on technology issues for the Ypsilanti Police Department and Huron Valley Ambulance and in 2005 became the manager of the Washtenaw 800 MHz Consortium. In 2009 he moved from HVA to the Pittsfield Township Department of Public Safety where he was assigned to manage and enhance the dispatch operation. As the Consortium grew, Craig eventually returned to full-time responsibilities as manager of Consortium.

Craig has a Bachelor of Science degree in Aquatic Biology and a Masters of Science degree in Interdisciplinary Technology, both from Eastern Michigan University, and is a graduate of the Northwestern University School of Police Staff and Command.

Mark Angott

Mark Angott, Deputy Director

Mark Angott joined the Washtenaw Emergency Communications Consortium in May of 2017. He began his career with the Green Oak Township Police Department as a reserve police officer in 1982. In 1983 he was promoted to a full-time Police Officer with Green Oak. In 1986 Mark joined the Ypsilanti City Police Department, where he retired as a Lieutenant in 2008. Mark had various positions while working for the City of Ypsilanti including; Patrol Officer, Field Training Officer, Special Unit Sergeant, Road Patrol Sergeant, Field Training Sergeant, Field Training Coordinator, Administrative Sergeant, and Executive Lieutenant. Mark oversaw the Police Department’s radios, information technology, grants, internal affairs, property room managment, and the 911 dispatch center as an Executive Lieutenant.

Mark earned a Master of Public Administration from Eastern Michigan University in 2012, a Bachelor of Science degree in Public Safety Administration from Eastern Michigan University in 2010, an Associate degree in Criminal Justice form Schoolcraft College in 2010, and an Associate degree in Business Management from Oakland Community College in 1982. He is also a graduate of Eastern Michigan University School of Police Staff and Command.

Jeffrey Lewis, Technical Specialist/Trainer

Jeffrey Lewis joined the Washtenaw Emergency Communications Consortium in July of 2022.  Lewis’s career began in 1978 by attending the Jackson Community College Police academy, shortly after graduation he joined the Livingston County Sheriff’s Office.  A year later he was hired by the Ypsilanti Police Department where he served for the next 20 years.  During that his tenure with Ypsilanti, he held positions in the Patrol Division, Detective Bureau, Sergeant, Lieutenant, and Commander. In 2006 the City of Milan hired Jeff as their Chief of Police where he remained until 2012 when he was selected to lead the Muskegon Public Safety Department as the Director of Public Safety.

Jeff possesses a bachelor’s and master’s degrees from Eastern Michigan University.  He graduated from the 234th Session of the FBI National Academy (FBINA) and attended the 41st class of the Police Staff & Command Program at Northwestern University.  In 2010, Jeff attended the Fire Academy at Big Rapids Fire Department where he received his firefighting certifications.

Jeff served as the Co-Director for the Center of Regional and National Security at EMU where he conducted training in Police/Fire/Emergency Management disciplines. Currently, he serves on the Michigan Chiefs of Police Training, and FBINA Curriculum committees.

Michael Grissom, Technical Specialist/Trainer

Michael joined the Washtenaw Emergency Communications Consortium in August of 2022.  In the years leading up to that, Michael assisted the Consortium with Radio testing before Washtenaw County made the switch to MPSCS.  Michael also carried out pager testing before Washtenaw County switched to 800Mhz paging for the Fire Service and troubleshooting for agencies countywide.  Michael is a member of the MPSCS Fire Paging sub-committee. He completed the MPSCS Train the Trainer class in 2010 and has attended MPSCS Conferences.

Michael began his Public Safety career in 1991 with Chelsea Police. He served as a Reserve Police Officer, Parking Enforcement Officer and Dispatcher for Police, Fire, and DPW. In 1993, he joined the Chelsea Fire Department as a paid-on-call firefighter.  In 1995, he joined the Dexter Fire Department and completed the Washtenaw Fire Academy. In 1999 he began his work as a Dispatcher for Police, Parking, and Facilities Maintenance at Eastern Michigan University as well as Dispatch Trainer and LEIN Coordinator.

Michael left EMU in 2006 to work full time with Dexter Fire.  During his service at Dexter Fire, Michael served on the Washtenaw County Haz-Mat Team, graduated from Fire Staff and Command in 2014, and researched and promoted the benefits of all Washtenaw Fire Departments using Active911 for call notification and sharing information like hydrant locations.  Michael also assisted with getting the HART program started and sits on the Board as a representative of the Fire Service. Currently he is still working as a Lieutenant with Dexter Fire Department, in charge of Operations and Communications Technology.

Wayne Witt, Technical Specialist/Trainer

Wayne joined the Washtenaw Emergency Communications Consortium in July of 2022.  Wayne began his career in 1978 when he was hired by General Motors.  While at GM Wayne attended classes to obtain his Bachelor Science in Information Technology.  Wayne was responsible for  managing the maintenance of the engineering intranet websites for GM.

Wayne’s public safety career started with volunteering at South Lyon Ambulance as a EMT basic then specialist.  In 1991, Wayne was hired by the Augusta Township Fire Department, first starting as a firefighter, and after completing Fire Officer III, HazMat Technician.  After completing this advanced training, Wayne held positions as Medical Sergeant, Training Captain, Assistant Chief, and Chief.  At Augusta Fire he coordinated the department radios and pagers.  Being active in county fire communications led to the two-year job of coordinating the installation of the county VHF Paging system. Installing radios and antennas on the county towers then connecting those to fire dispatch.

Wayne’s interest in radio started with amateur radio back in high school, learning basic Morse code, electronics, and radio theory. Currently he is a General Class Amateur Radio operator.
